nearly two decades ago, planners for linn county and several surrounding communities — including cedar rapids, hiawatha, and marion — began laying the groundwork for an east/west crosstown route along the northern edge of the cedar rapids metro area. stretching from interstate 380 in the west to highway 13 in the east, the tower terrace road corridor was the preferred option to provide access to an area with a projected population growth of 40,000 by 2040. a significant piece of this northern connector was recently realized with the upgrades to the i-380 interchange and the extensive roadway improvements on both sides of the interchange.

the new interchange was reconfigured to a diverging diamond interchange (ddi) formation to improve efficiency and safety. working in conjunction with the interchange design group, the iowa dot, and multiple jurisdictions, the team from snyder & associates was chosen to design the critical roadway elements on either side of the interchange to ensure a smooth and safe transition for motorists.

west side roadway improvements

on the west side of the interchange, our group was tasked with developing designs to reconstruct tower terrace road from 1,000 feet west of miller road to the i-380 interchange. this included updating the roadway from a rural section to an urban section with pedestrian accommodations.

staging for the project construction was critical for maintaining access to nearby homeowners and a busy commercial business on the south side of the roadway. our team designed a temporary access road along the south side of the street between miller road and twisters gymnastics to maintain access during construction. on the north side of the roadway, a temporary entrance and gapped paving were used to support access to an impacted homeowner. in addition to coordinating with the numerous utility conflicts in the project area, we devised a plan for temporary drainage during the staged construction to alleviate stormwater concerns.

during design, our team continuously contacted the idot’s consulting engineer for the ddi portion of the project to ensure our design matched the interchange tie-ins. we also prompted numerous design team meetings with the idot to ensure seamless project coordination.

east side roadway upgrades

north center point road traffic transitions into the roundabout at tower terrace road.

to the east of the interchange, constructing a roundabout at the north center point road intersection was a critical infrastructure upgrade to improve efficiency for drivers near the new ddi interchange. this joint project between hiawatha and the iowa dot was also constructed concurrently with the interchange.

the roadway upgrades include a 4-lane section with a sidewalk on the north and a 10-foot-wide trail on the south side just east of the interchange. the roundabout was designed with a single through lane for north and southbound traffic, dedicated eastbound and westbound right turn lanes, and two through lanes for eastbound and westbound traffic. the design and construction allow for the future addition of another northbound and southbound lane without requiring reconstruction or road closures. our team’s design also alleviated environmental concerns relating to the tower terrace mobile home park adjacent to the new section of the roadway.

as with the west side improvements, extensive coordination meetings with the dot’s consulting engineer were initiated to ensure interchange project alignments and profiles matched. we also designed the west and east side improvement projects to be a “mandatory tie” with the i-380 interchange project. this allowed all three projects to be completed under the same contract and timeline, saving the client money through a larger-scoped project that attracted a large pool of contractors.

tower terrace road stands to become an essential commercial corridor that will promote sustainable development and help the surrounding communities become more vibrant. with a considerable piece of this northern connector now open, this long-planned objective may be realized sooner than expected. the snyder & associates team has also been active with other sections of this vital corridor connection. it looks forward to providing services to all agencies and communities involved in bringing this extensive project to a successful conclusion.

the exponential growth of communities, particularly in the western suburbs of des moines, has been nothing short of remarkable. the population of waukee, for example, more than tripled between 2000 and 2020. as these communities flourished, so did the demand for transportation infrastructure, leading to increased traffic congestion and a surge in traffic-related incidents.

in response to these pressing challenges, the iowa dot joined forces with snyder & associates, a trusted traffic and roadway improvements partner, to evaluate and propose practical solutions. the objective was to enhance the transportation network along the u.s. highway 6 corridor, which stretches westward from the interstate 35/80 service interchange.

interchange justification report leads to diverging diamond interchange recommendation

the snyder & associates team created an interchange justification report (ijr) that was crucial in this process by providing a comprehensive framework for meeting the fhwa’s criteria. given the challenges presented by the developed land and environmentally sensitive areas surrounding the interchange, multiple alternatives were explored. these alternatives ranged from expanding the existing diamond interchange to converting it into a tight diamond, single-point urban, or a diverging diamond interchange (ddi).

the diverging diamond interchange at hickman road and interstate 35/80 will drastically reduce the traffic conflict points.

after careful analysis, the diverging diamond interchange emerged as the preferred option. snyder & associates traffic engineers determined it best aligned with the project’s criteria. the ddi interchange is a type of interchange that can improve safety and traffic flow by eliminating the need for left turns across opposing traffic. in a ddi interchange, traffic briefly crosses over to the opposite side of the road before merging back onto the original side.

“the new ddi interchange will be a major improvement for safety and traffic flow at this busy interchange,” said snyder & associates project manager nathan carhoff. “the ddi design eliminates the need for left turns across opposing traffic, which is a major cause of crashes at interchanges.”

expanding trail accommodations: enhancing accessibility

this project area contains one of the busiest segments of interstate highway in the state of iowa. i-35/80 between douglas and university carries over 125,000 vehicles per day, with projections for traffic to grow to over 185,000 vehicles per day by 2050, creating a dangerous barrier between the communities of clive and urbandale. regionally, hickman road also carries more east-west traffic from one side of the interstate to the other than any other roadway in the metro. currently, hickman road carries approximately 40,000 vehicles per day along this corridor, with projections for traffic to grow to over 60,000 vehicles per day by 2050.

providing a safe barrier between pedestrians and bicyclists is critical for encouraging non-motorized transportation options and allowing for safe recreational opportunities for residents of all abilities. to that end, the construction of several new trail sections is included in the project. the first trail section is a 2,200-foot-long, ten-foot-wide, pcc pedestrian trail connection that will begin on the east side of the lifetime fitness entrance off hickman road. the trail will turn a loop approximately 500 feet to the east to accommodate elevation change. it will move south via a grade-separated underpass tunnel to safely carry pedestrians and bicyclists under the busy hickman road corridor. turning back to the east and south, the trail will run parallel to the southbound i-35/80 entrance ramp and connect with the clive greenbelt trail near walnut creek.

two pedestrian bridges over the interstate onramps will add a multi-modal component to the new interchange.

the next trail section will begin on the north side of hickman road at the grade-separated tunnel entrance. it will continue to the east, crossing the southbound interstate exit ramp via a pedestrian bridge. the trail’s path will pass beneath the interstate using a grade-separated underpass tunnel and continue over the northbound entrance ramp via another pedestrian bridge. ultimately, the trail will extend east, connecting with a local trail and sidewalk network near nw 111th street.

when complete, this new grade-separated connection will bridge a much-needed gap in the area trail network, providing users with undisturbed access to the raccoon river valley trail and the clive greenbelt trail that collectively tie thousands of residential homes and hundreds of area businesses together, along with dozens of parks and recreational areas — all with minimal to no interaction between trail users and the heavy hickman road and interstate 35/80 traffic.

these trail accommodations align with the project’s broader goals of enhancing accessibility and promoting alternative modes of transportation within the community. they are planned for construction concurrently with the interchange upgrades, demonstrating a holistic approach to transportation infrastructure development.

enhanced stormwater management 2022世界杯32强预选赛

the quality of life for users and aquatic life will also be improved by incorporating numerous stormwater management elements to help control and clean up the added runoff associated with the additional pavement areas. most improvements drain to walnut creek located just south of hickman road. this urban stream takes on stormwater runoff from thousands of developed lots within the western suburbs of des moines, so any additional pavements contribute to higher runoff volumes and quicker discharges to the stream. with faster overland flow, many sediments and water contaminants are also carried within those waters, further damaging the streams and affecting the natural habitat for residents, fish, and plant life.

to address these additional runoff concerns, stormwater within the project area will be treated via grass swales with a rock infiltration sub-base installed in the drainageways. these improvements will promote stormwater infiltration into the ground, and gabions installed at strategic locations will slow the water further, encouraging groundwater infiltration and reducing erosion. other areas of the project will be treated using bioretention cells. these cells will be located within the median islands of the interchange.

all stormwater management features are designed based on city requirements for recharge and water quality volume. this infrastructure will eliminate damage to property and the environment by reducing, slowing, and controlling the flow of stormwater runoff. properly managed streams and natural waterways enhance the community’s natural beauty, increasing community pride, and helping make it a place where people want to live, work, and recreate.

for several years, the cedar falls community has been expanding its transportation network along the southern edge of town, including the greenhill road corridor. this work was completed to accommodate new commercial and residential development in the area and to provide commuters with another route through town. piggybacking on the success of the traffic study that resulted in the greenhill road improvements, our team was again tasked with improving the cedar heights drive corridor, extending south from greenhill road to the viking road intersection.

before reconstruction, the existing cedar heights drive corridor consisted of a two-lane rural section that was a main thoroughfare for commuters and a primary access route to the john deere facility on the south side of town. this comprehensive project included reconstructing the entire roadway to a three-lane urban section (with a two-way, left-turn lane), adding an extensive storm sewer system, building a trail, and extending the sanitary sewer and water main.

roundabouts smooth out traffic flow, increase safety

beginning at the greenhill road intersection, this project converted the existing signalized intersection to a multi-lane roundabout configuration. the existing t-intersection was converted to a single-lane roundabout at the huntington road intersection. additionally, a truck apron and landscape features were added to the viking road roundabout at the south end of the project zone. the use of roundabouts will drastically improve the traffic flow along the corridor and increase safety.

these improvements significantly impacted the cedar heights drive and greenhill road areas. the cedar heights drive reconstruction south from the intersection with viking road and north past the intersection with greenhill road, along with the construction of the roundabouts, was divided into two segments, beginning with the greenhill road roundabout. this staging effort allowed traffic access at the huntington road intersection while work was performed to the north.

in addition to the roadway reconstruction and widening, this project also saw the construction of a recreational trail running adjacent to the roadway, a new water main, sanitary sewer main, and storm sewer main were included from the east viking road roundabout north and east through the intersection of east greenhill road.

stormwater analysis drives new sewer system

traffic was temporarily rerouted to accommodate the reconstruction efforts.

an extensive stormwater analysis revealed the need for a new storm sewer system to meet sudas standards. one portion of the new roadway included a boulevard section, which limited the pavement area available for stormwater conveyance while maintaining an open lane for travel during runoff events. this area required additional intakes to meet the design requirements. various intake types and pipe materials were reviewed to optimize capture rates and reduce project costs. this required appropriate storm sewer intakes and pipe sizes to minimize the runoff spread on the arterial roadway. the stormwater improvements included dozens of new intakes and thousands of feet of storm sewer.

our team was also instrumental in this project, receiving numerous funding sources, including iowa department of transportation (dot) federal-aid swap funds, traffic safety improvement program (tsip) funds, and multiple local funding sources to implement these improvements.

the cedar heights drive reconstruction project has significantly improved the transportation network in cedar falls. with the expansion of the roadway to a three-lane urban section, the addition of storm sewers, recreational trails, and extensions of water and sewer mains, this project has enhanced the area’s infrastructure for both commuters and residents. roundabouts have greatly improved traffic flow and increased safety along the corridor. this project was successful due to the collaborative efforts of the cedar falls community, our team, and the multiple funding sources that supported the initiative.

a wide-reaching 2022世界杯32强预选赛 study started in the 1980s by the iowa department of transportation (dot) gave priority status to the widening of u.s. highway 30 across much of the state of iowa. this study included the now completed four-lane, access-controlled bypass around the south side of mt. vernon and lisbon in eastern iowa. the intended goal of the project was to create a safe, free-flowing, east-west route across the state that improved transportation capacity and reduced crashes. at the same time, the bypass fit into the dot’s plan of modernizing key corridors to support economic development through the more efficient movement of freight.

fast forward more than three decades and this ambitious plan continues with the proposed construction of a new interchange at the u.s. highway 30 & 580th avenue intersection east of ames. this proposed interchange will address operational and safety deficiencies at the existing intersections in the area and accommodate future traffic from anticipated growth in the surrounding area, which is anticipated to transition from current agricultural land uses to light industrial land uses.

the snyder & associates team was engaged to study the existing intersections and compile an interchange operations report (ior) that documents the existing conditions and operations, as well as future operations of the proposed interchange improvements. by removing the at-grade intersections and developing an access-controlled interchange, the dot is seeking to eliminate high-speed broadside and left-turn crashes as traffic volumes increase in the future.

current intersection configuration lacks desired safety measures

u.s. highway 30 (in red) is a main east-west route across iowa.

as currently configured at 580th avenue, u.s. highway 30 consists of a four-lane, divided highway with a rural cross-section and an approximately 50-foot-wide depressed grass median. as part of the national highway system, the traveled portion of u.s. 30 provides 12-foot through lanes with paved shoulders and left-turn lanes at the existing intersection with a posted speed limit of 65 mph. two-way stop control is provided for the northbound and southbound approaches along 580th avenue and left-turn lanes are provided in the u.s. 30 median.

while u.s. 30 currently meets iowa dot standards concerning lane width, paved shoulders, and roadway geometry, the at-grade intersection forces traffic along 580th avenue to perform a potentially dangerous left-hand turn to enter the highway. while the divided highway median allows for two-stage crossing/turning maneuvers, the median crossover area becomes more congested as side street traffic increases, resulting in the increased potential for crashes. as u.s. 30 and side street traffic is only expected to increase over time, operations would concurrently degrade at this location.

these safety concerns are also clearly evident in the crash data compiled by our team for the ior. the u.s. 30 and 580th avenue intersection was ranked number 21 statewide in crash frequency and severity and in the top-10 of expressway intersections in the safety improvement candidate listing (sicl).

the iowa dot proposes the construction of a diamond/partial-cloverleaf interchange at the 580th avenue intersection. this alternative was selected following the 世界杯足球比赛预选赛 meetings as part of the national environmental policy act (nepa) assessment/世界杯足球比赛预选赛 information process, as well as task force meetings with local stakeholders.

the proposed interchange will provide diagonal entrance and exit ramps in the southwest, southeast, and northeast quadrants. however, due to existing commercial land uses in the northwest quadrant, a loop ramp is proposed in the northeast quadrant to accommodate westbound u.s. 30 entrance traffic.

additionally, a 580th avenue bridge would go over u.s. highway 30 with the proposed plan. 580th avenue would be a three-lane corridor providing one northbound and one southbound lane, with a center left-turn lane at ramp terminal intersections. this center lane would also serve as either a left turn lane or a two-way, left-turn lane (twltl) at future adjacent intersections north and south of the interchange.

with a population that has steadily increased over the last three decades, the city of bettendorf is constantly looking at ways to improve its traffic infrastructure. one component of that equation is having properly timed traffic signals that work in conjunction with one another, keeping vehicles and pedestrians moving safely and efficiently. systems not operating at optimal levels can result in more stops, longer delays, overconsumption of fuel, excess pollution from emissions, and frustrated drivers.

to minimize those issues in their community, bettendorf city leaders retained the services of snyder & associates to update traffic signal timing and coordination plans at 54 traffic signal installations along numerous corridors throughout the city. an additional four signalized intersections in the cities of davenport and riverdale and one unsignalized intersection in bettendorf were also included in the modeling and analyses.

the project also included the preparation of an intelligent transportation system (its) master plan for the city. this plan was devised to provide a framework for future signal and communication improvements to be integrated into their capital improvement 2022世界杯32强预选赛 . the plan will ultimately help prepare the city for seamlessly integrating advanced safety and operations technologies into their transportation infrastructure when needed.

broad study area creates coordination challenges

this expansive project focused on data collection, review of existing traffic signal timings, and the development of traffic analysis and traffic signal timing models. additionally, our team was tasked with preparing timing plans, performing field reviews of those implemented timings, and identifying necessary adjustments. travel time studies were also used to gauge the improvements of retimed signals.

our team was faced with numerous challenges on this project, among them was collecting the extensive traffic count data needed, covering the large-signal network, and addressing the variable needs for the many different intersections and corridors. to overcome these challenges, our team made wise use of sub-consultants where possible and city-provided videos for traffic count data collection. this approach saved valuable time and resources, ultimately saving money for the city.

additionally, we used a systematic approach to determine timing needs, dependent upon the time period, for each intersection. our engineers also divided the signal network into five independent zones based on coordination and cycle length needs. close coordination with city staff ensured that we met their specific needs concerning all timing adjustments. our completed its master plan was provided to the city in geographic information system (gis) format for simple and seamless integrated use by city staff.

updated timing plans result in major improvements

streetlight data uses smartphone sensors to collect travel data.

based on traffic modeling, detailed timing plans were prepared and provided to the city for implementation. the new timings were implemented, with observation and adjustments being coordinated over a several-month period. travel time studies performed after the updates have shown an 11.4% overall reduction in travel times. six corridors in the study had peak period delay reductions of between 20% and 73%, while the overall delays along the corridors were reduced by 22.9%. our team’s use of streetlight data for “before” and “after” travel time analysis further reduced costs for the city.

forward-looking corridor study key to improving conditions

stretching over 1,400 miles from louisiana to minnesota, u.s. highway 61 (u.s. 61) is a major north/south route bisecting the middle of the country. a nearly four-mile-long section of the highway runs directly through the community of burlington, iowa in the southeast corner of the state. as a primary contributor to the community’s success, the iowa department of transportation (dot) tasked the traffic professionals with snyder & associates to conduct a traffic study along this busy corridor.

the study corridor spanned from burlington’s southern to its northern corporate limits. the study was initiated to evaluate this busy corridor’s safety and operations as they currently exist and looking forward twenty years. this comprehensive study included the evaluation of the corridor’s traffic and crash history, intersection signal timings, traffic operations, multimodal accommodations, access control needs, and potential frontage road conflicts. additionally, the study identified both short- and long-term improvements that could be implemented to improve safety and operations, as well as maximize the travel flow efficiency and useful life of the corridor. this effort is further propelled by the iowa dot’s significant investment in other portions of the corridor throughout southeast iowa.

existing corridor conditions drive study parameters

throughout the majority of the study area, u.s. 61 is currently configured as a four-lane divided roadway. it’s approximately 64-feet wide in total with 12-foot wide lanes and a 16-foot wide median. frontage roads to the east and west of u.s. 61 throughout most of the corridor are positioned at varying distances from the main roadway. there are 13 intersections with 世界杯足球比赛预选赛 roadways along the corridor, ten of which are signalized. the remaining intersections are two-way stop-controlled (twsc) for the minor side street approaches.

in order to increase traffic flow and keep pedestrians safe, studies provided options on how to effectively and efficiently do so.

in general, there is strong access control along this stretch of u.s. 61 with few full-access driveways and significant distance between most intersections. left turn lanes are provided for all of the study intersections on u.s. 61, with right turn lanes at several intersections. the mature land use and frontage road type design does lack consistent pedestrian and bicycle infrastructure in the study area. the only extended stretch of sidewalk along the corridor is an approximately one-half mile section located on the west side of u.s. 61 between sunnyside avenue and mt. pleasant street.

traffic operation models

to evaluate existing operations, future traffic demand under existing conditions and future demand with improvements, highway capacity manual analysis techniques were modeled throughout the corridor. in general, traffic operations were found to be at an acceptable level of service (los) along the entire corridor for both the existing volumes and the forecasted volumes. for the existing volumes, all intersections currently operate at los c, or better overall with some approaches at los d. for the forecasted volumes, all intersections operate at los d, or better with some approaches at los e.

there were a number of locations where the current and forecasted data showed queue lengths exceeding the recommended storage length. overall, however, the corridor is expected to operate acceptably at all signalized intersections through the study design year of 2040 with los c or better by implementing our team’s recommended improvements.

corridor & ramp improvements designed for safety & efficiency

although the corridor currently provides a satisfactory los, a few key areas were recommended for improvements to reduce crashes and improve operations of vehicle traffic flow, as well as the mobility options for pedestrians. general upgrades to the traffic signal system currently ready for construction will benefit traffic signal operations, time-of-day left-turn phasing, monitoring, and progressive flow. these improvements will also contribute to a reduction of left-turn/broadside collisions and rear-end collisions. the lengthening of specific turn lanes along the corridor, as well as other additions at identified intersections, were also included in our team’s recommendations.

updates to the traffic signal system will increase traffic flow, safety, and reduce collisions.

potential interchange ramp improvements include removing the southbound loop ramp to eastbound u.s. highway 34 (u.s. 34) and the relocation of the eastbound u.s. 34 exit ramp. these upgrades will provide improved intersection spacing at one of the busiest locations adjacent to the agency street intersection. the geometric improvements will also improve safety and operations in the corridor well into the future.

additionally, a key pedestrian mobility consideration would be the inclusion of a crossing of u.s. 34 with a separate pedestrian bridge structure or the widening of the existing bridge. further development of the sidewalk network throughout the entire corridor would add multimodal accommodations that don’t currently exist.

as previously mentioned, access management is well controlled along the corridor. however, some opportunities may present themselves to the city of burlington as vacant parcels are redeveloped in the future. this occurrence could facilitate some changes in frontage road alignment or a shift to backage roads for improved intersection operations.

in their ongoing efforts to meet the compliance requirements of the americans with disabilities act (ada) of 1990, the iowa dot continued to upgrade sidewalks and sidewalk ramps throughout iowa in 2017. the plan focused on nine individual communities with state highways in their jurisdiction. these towns included martinsburg, hedrick, minburn, moulton, early, pisgah, onslow, goose lake, and maysville. the dot chose to partner with snyder & associates to handle the design and engineering aspects of these projects, as well as providing right-of-way services to handle the easement negotiations. altogether, this far-reaching project required 241 easements, with fewer than 90 days to complete all acquisitions.

seamless communication between disciplines keeps project on track

as the team worked through the negotiations, there was a small portion of absent property owners that couldn’t be contacted, and a few that refused to accept the offer. since snyder & associates was handling all aspects of this project, the right-of-way team could work quickly and efficiently with the engineers to create a modification that worked around the unsigned properties with minimal disruption.

out of the 247 properties impacted by the sidewalk improvement program, the right-of-way team obtained signatures from 217 owners.

acceptable solutions were devised by the engineering team for the remaining 30 parcels. most importantly, the work was completed in the allotted time to meet the project deadline. the right-of-way team’s efficient use of resources, diligence in working with local officials, and willingness to go the extra mile by canvassing neighborhoods all contributed to the success of this project.

communities coexisting with train traffic in america

located along the mississippi river on iowa’s eastern border, the city of clinton regularly experiences a disruption common to many communities — the ear-splitting noise of train horns as long freight trains move through town. the riverfront is home to several popular recreation destinations that are regularly enjoyed by citizens, including riverview park, swimming pool, rv campground, and bandshell, as well as the clinton marina and nelsoncorp field, home of the clinton lumberkings. the frequent noise pollution from loud train horns severely impacts the quality of enjoyment for visitors taking part in all of these activities.

in 2018, clinton city leaders met with local business owners, the canadian pacific railroad, and the federal railroad administration to discuss potential crossing improvements along the riverfront. as recognized experts in the field, the professionals with snyder & associates were brought in to help guide the complex process of ensuring a seamless and efficient result for the quiet zone implementation.

what comprises a “quiet zone”?

when a quiet zone is established, improvements are made to the safety of at-grade railroad crossings. improvements can take the form of adding roadway medians so that cars can’t drive around crossing gates, adding crossing gates, and closing crossings. once those improvements have been made, trains are no longer required to blow their horns through the quiet zone, except in the case of an emergency. these steps are aimed at helping to improve the quality of life throughout the clinton riverfront area.

effective & cost-efficient crossing improvements implemented along clinton riverfront

crossing closures

the least expensive and most effective way to improve safety at a railroad crossing is to close the crossing. along the mile-long project area in the clinton study, there are eight 世界杯足球比赛预选赛 roadway crossings, some of which lack warning signals and gates. the traffic counts at several of these crossings are low and alternate roadways exist for traffic to reach areas that might otherwise be isolated due to a crossing closure. with that in mind, it was recommended that the following three crossings be closed, 4th avenue south, south 1st street, and 4th avenue north.

two-quadrant gates with medians

most of the existing gates installed at crossings within the proposed quiet zone are two-quadrant gates. the two-quadrant gate-style means that gates are only present on the approach side of the crossing for oncoming traffic. currently, an impatient driver could drive around these gates without much trouble. to improve safety, medians can be added to the roadway to make this maneuver more difficult. the main criterion is that medians must be a minimum of 60 feet long on each side of the tracks. this typically eliminates any crossings that have side roads or major entrances and driveways within that area. the following two crossings will have medians installed with two-quadrant gates, 6th avenue south and 2nd avenue south.

another infrastructure improvement to ensure that traffic does not drive around gates is to install them at all four quadrants of the intersection, on the approach and trailing sides of the roadway crossing. four-quadrant gates are generally used instead of two-quadrant gates with medians when there are side roads or important access points close to the railroad crossing. the following three locations will have four-quadrant gates installed, 5th avenue south, 6th avenue north, and 9th avenue north.

additional measures taken to improve the riverfront & pedestrian safety

improvements to the crossings in the riverfront area weren’t the only upgrades in this expansive project. because of the multiple crossing closings and other crossing changes, new access points had to be created at several locations. this included the relocation of the roadway leading to city facilities north of 4th avenue south. the new access approaches from the south and the existing access road connecting to south 1st street was removed. additionally, a new parking lot for the skatepark was constructed near south 1st street and several lightly traveled portions of roosevelt street were removed.

although the rules for the establishment of a quiet zone address the safety of vehicles, they do not address the safety of pedestrians within the quiet zone. because the canadian pacific railroad tracks run adjacent to parks and other amenities used by the 世界杯足球比赛预选赛 , it’s important to add protections for pedestrians using those facilities. to that end, multiple fences were added to separate the tracks from pedestrian-heavy areas. additionally, a sidewalk close to the tracks was removed while other sidewalks near individual crossings were improved.

the street classifications designated for waukee include major and minor arterials, major and minor collectors, and local streets. the major arterial streets serve as primary centers of activity in urbanized areas and are used for high-traffic volume corridors to carry most of the traffic entering and leaving the area, as well as trips that bypass the city center. additionally, they handle significant intra-area travel, such as between central business districts and outlying residential areas. in waukee, hickman road and grand prairie parkway are prime examples of major arterials.

minor arterial streets connect with and augment the major arterial streets system by increasing access to private land, neighborhoods, and streets of a lower classification level while maintaining limits on access points. the spacing of minor arterials varies from ⅛ to ½ mile in urban areas and as much as two to three miles on suburban fringes. university avenue and westown parkway represent two of the minor arterials in waukee.

the collector street system provides both land access and traffic circulation within residential neighborhoods, commercial, and industrial areas. unlike the arterial systems, however, collector streets penetrate residential neighborhoods, channeling traffic to and from the arterial network. major collector streets, like ne dartmoor drive and se brick drive, connect arterial streets with minor collectors, while also collecting traffic from local streets, residential, and commercial areas. through-traffic movement is prioritized over direct land access on major collectors. minor collectors, such as se florence drive, se pleasant view drive, and ne boston parkway, provide movement between major collectors, residential, commercial, and local streets, while also providing access to abutting properties. through-movement of traffic and direct land access are weighed evenly when considering access points to minor collector streets.

as outlined in the major streets plan, local streets allow direct access to abutting land and provide connections to higher-order street systems. they provide the lowest level of vehicular mobility and should deliberately discourage major through traffic movements. examples of local streets in waukee include the majority of residential streets throughout the community.

traffic calming measures appropriate for several street types

included in the street design guide are specific traffic calming measures for several of the specific street types in waukee. traffic calming devices are used to encourage motorists to adhere to posted speed limits to create a safer roadway environment for all motorists, bicyclists, and pedestrians. collector and local streets have several traffic calming strategies that are appropriate for the identified classification. some of these measures can be applied retroactively to existing streets, while others should be part of a street redesign or initial construction.

calming measures are most commonly advisable for the collector and local streets given lower travel speeds of motorists and the emphasis placed on neighborhood penetration. listed below are several measures appropriate for these street classifications.
