designing for functionality and accessibility

the project’s primary goal was to fulfill the village’s comprehensive plan by providing the necessary recreational space to meet community needs. snyder & associates worked closely with the village staff, contractors, and ownership to create a design that accommodates a variety of user groups while ensuring accessibility and functionality. the result is a state-of-the-art baseball facility featuring a synthetic turf infield and a natural grass outfield, designed to withstand heavy use while maintaining excellent playability.

nurturing environmental commitment

the foundation of any successful golf course lies in a thorough understanding of the existing topography and layout. our team of skilled surveyors conducted a topographic survey of the current key features, which included the waterways, ponds, and wetland areas. the bathymetric survey, or mapping of the natural contours underwater, was done by a boat drone and manually with kayaks. this detailed assessment provided the designers and developers at tpc wisconsin with crucial information to optimize the course layout, creating a challenging yet harmonious golfing experience.

this spurred the journey to begin with an environmental perspective, as the area earmarked for transformation was once a marsh filled with silt. the restoration project became an opportunity to create a top-tier golf course and revive over 35 acres of degraded wetlands linked to the cherokee marsh. the removal of silt and the revival of the wetlands have dramatically increased the stormwater quality of water meandering through the golf course system.

tpc wisconsin design evolution

steve stricker, intimately involved in the design process, embarked on a nationwide exploration to understand the nuances of professional golf course design. after examination, the decision was clear: the course needed elevation, vegetation removal, and the restoration of canals and waterways to their original functionality.

navigating water features seamlessly is essential for golfers; all water crossings facilitate this. snyder & associates employed their engineering ability to design efficient culverts. they planned bridge locations that not only enhanced the aesthetic appeal of the course but also ensured the smooth flow of water, mitigating the risk of flooding and erosion.

the original golf course featured numerous perched culverts, where the inlets were positioned higher than the water level, posing a challenge for water and aquatic life to move freely between waterways. with the introduction of the new course design, several enhancements were implemented to address this issue. a total of six bridges were constructed, replacing some of the problematic culverts, while other culverts were strategically lowered within the water level to facilitate the movement of wildlife. additionally, the culvert diameters were expanded in many areas to promote smoother water flow, contributing to a more ecologically friendly and interconnected environment.

a pivotal focus during the design phase was drainage, as wisconsin’s landscapes are characterized by diverse water bodies, necessitating a robust hydrological strategy. our experts conducted thorough hydrological studies to understand water movement patterns, prevent any rise in the elevation of the floodplain post-construction of the golf course, and ensure that the overall design harmonized with the natural flow.

while elevating fairways, greens, and tees was part of the design, it necessitated a thoughtful balance to avoid adverse effects. strategic cuts were made in other sections throughout the course to offset these filled areas. additionally, waterways underwent enlargement and dredging initiatives, fostering improved water flow and habitat for wildlife. the process was meticulously modeled to abide by floodplain management rules and regulations.

furthermore, the team took proactive measures to secure the essential floodplain permits required for the project’s execution. this involved engaging with regulatory authorities and presenting a detailed report that adheres to environmental standards and floodplain management guidelines. by obtaining the necessary permits, the team ensured compliance with local regulations, fostering a collaborative relationship with regulatory bodies and affirming the project’s commitment to responsible development and environmental stewardship.

project completion: wrapping up the final details

the niebuhr family farm in northeast iowa contains a perennial stream called buck creek, bordered by fields that were historically used for cattle pasture. over time, increased velocities through the straightened creek incised the channel and caused significant erosion. additionally, once pasture practices were discontinued years ago, the floodplain surrounding the channel had overgrown with reed canarygrass.

reed canarygrass is an invasive species that can be detrimental to native habitats because it outcompetes native species with an intense rhizome complex as well as how tall and dense it grows.

the landowner was interested in restoring the property for future generations of the family to enjoy and to prevent further erosion of the creek. during their property restoration research, the property owners discovered the section 404 mitigation banking process. mitigation banking allows the owner of a restored stream or wetland (known as the sponsor) to sell credits to developers whose projects are impacting regulated environmental resources in nearby watersheds. achieving the status as a mitigation bank, however, involves a complex process that is best guided by qualified experts.

consisting of approximately 35 acres of land, the snyder & associates environmental team provided information that allowed the landowner to better understand construction costs and revenue potential for the property to be considered as a stream mitigation bank. with the landowner’s approval to move forward, our team then worked together to help make this ambitious project a reality.

meeting regulatory requirements to establish a mitigation bank

well before site design and construction can begin on a project of this nature, our team starts working behind the scenes to meet regulatory requirements that will set the bank up for success. this includes creating a preliminary prospectus document and then a final agreement document called the mitigation bank instrument (mbi). the mbi goes through an intense review and approval process with an interagency review team (irt) that may include the u.s. army corps of engineers (usace), the u.s. environmental protection agency (epa), the department of natural resources, and/or other agencies. construction plans, a conservation easement, and other documentation is included with the mbi to ensure the bank is properly built, maintained, and monitored.

site assessment & historical data reviews guide design decisions

the next phase in the transition to a mitigation bank requires the completion of a site assessment and historical data review. by understanding the area and its history, our environmental experts can determine if conditions are favorable for mitigation banking. wetland mitigation banks need to sustain hydrology, develop hydric soils, and contain adequate conditions for hydrophytic wetland vegetation, while stream mitigation banks need adequate room for improvements within the channel, as well as along the riparian buffer.

in the case of the niebuhr stream mitigation bank, the historical data review turned out to be extremely informative as the original, meandering creek channel was difficult to see when walking in the field but was evident on historical aerial imagery. several decades prior, the channel had been straightened to increase agricultural production. this straightening process, however, had also led to the erosion issues currently being experienced along the creek.

even though the mitigation banking process would be creating new wetlands and improving the stream, determining the original path was important since there would also be a small loss of wetlands to “re-meander” the creek along its original alignment. by studying historical data in combination with the topographic survey, our team was able to determine that both forested and emergent wetlands were present within the original channel and could plan accordingly.

maximizing stream mitigation credit potential

once initial inspections were completed, 2022世界杯32强预选赛 and design for the proposed mitigation bank began. consideration was given to re-meandering the creek along its decades-old, natural alignment. however, this option created concerns about the stream depositing an abundance of sediment, also referred to as aggradation, from the added length. instead, our team determined the most effective route would be to create a new creek path constructing as much length as possible, while considering historic sinuosity and channel slope, within the property limits. this option also had the added benefit of maximizing stream credit potential for the sponsor.

our team utilized the epa’s natural stream design checklist to ensure the new channel was appropriately designed. to form the new meandering channel, an area adjacent to the creek was cleared and excavated without being connected to the old channel. a bendway weir was created with rock keys to plug the old channel until the excavation was complete. the downstream end of the old channel was strategically left open to accommodate fish and invertebrate passage. new channel improvements included floodplain benches and bendway weirs. this updated creek alignment added approximately 1,100 linear feet of meandering channel, making the new creek just over 4,100 linear feet long overall.

throughout construction, additional efforts were taken to improve water quality by incorporating shallow, vegetated slopes along the streambanks and placing excavated soils on the family’s adjacent farm field to create riparian buffers. during rain events, riparian buffers treat nutrients along agricultural fields before runoff flows overland into the creek.

strategic design of surrounding areas

although the stream was the only area of the property designated for mitigation banking, the sponsors also had the desire to restore the floodplain beyond the riparian buffer. to aid in this endeavor, and to assist in future monitoring and maintenance of the creek, three low-water crossings were installed along the new channel, providing access to all areas of the site.

additionally, the nearly 35-acre floodplain surrounding the old channel had been overgrown with reed canarygrass, an invasive monoculture species. areas affected by invasives, or groups of a singular species, often see an upset in the natural balance of soils, as well as crowding out native species that are used by pollinators and promote a healthy ecosystem. to remedy this and increase biodiversity, the previously mentioned two-hundred-foot-wide riparian buffers were designed and seeded with diverse floodplain species along both sides of the stream. these buffers protect from sediment runoff during spring until adjacent row crops have a chance to establish annually.

to further enhance natural resources in an underused area along the creek, two shallow-water wetland habitats were created near the southwest property line. these features offer ducks and amphibians habitat, while also functioning as wetlands themselves, collecting and filtering runoff as well as increasing flood storage capacity.

the former walnut grove elementary school before demolition begins.

the walnut grove elementary school dutifully served the north side of council bluffs for nearly nine decades. after a feasibility study conducted in the early 2010s concluded the building no longer met district standards, the school was closed in 2014. left to the ravages of mother nature, the deteriorating structure could have quickly become a blight concern for the surrounding residential area. instead, the city of council bluffs purchased the vacant building in 2015 with the intention of transforming the city block for residential housing.

first things first, however, required the removal of the old elementary school building. city leaders enlisted the team with snyder & associates to create a suitable demolition plan to tear down and remove the structure and the vast concrete parking lot and asphalt playground areas. this required strict adherence to protecting against erosion and pollution in compliance with the iowa department of natural resources (dnr) npdes permits and the u.s. clean water act.

our team also developed a stormwater pollution prevention plan (swppp) to guide the contractor during the demolition phase. the demolition also required site restoration activities that included importing fill material and performing minor grading to restore the existing site topography and drainage patterns in the project zone. as a final detail, we prepared a subdivision plat for the south half of the block to include seven residential lots.

with the demolition work completed, the community-based non-profit, neighborworks® home solutions (nwhs) purchased the remaining northern half of the block. neighborworks primary goal is the revitalization of neighborhoods by creating quality housing choices. their team envisioned the construction of 14 single-family homes on the site of the former school building.

working with nwhs, the snyder & associates team then completed the plans for extending the sanitary sewer system to provide for the entire subdivision. we also prepared the detailed plat plan that divided the northern half of the parcel into seven additional building lots. the plan put in place by nwhs established a 世界杯足球比赛预选赛 -private partnership that allowed construction technology students from iowa western community college to build two of the homes as part of a service-learning project. to attract families at various income levels, the homes in the subdivision were priced in a broad range, with down-payment assistance available for some buyers.

this type of community-focused effort is difficult to fulfill without the collaboration of numerous entities, and the walnut grove subdivision was no exception. the city of council bluffs, local and regional foundations, lending institutions, and educational organizations all played an integral role in this project. this included the securement of a community development block grant (cdbg) by city leaders. this piece of funding was critical for moving the project forward.

for their work on the walnut grove subdivision, neighborworks home solutions was awarded the 2021 housing iowa single-family development award in iowa by the iowa finance authority in the urban mixed-income housing development category.

attic angel prairie point is a 54-acre community designed for seniors-only, independent and assisted living housing options on the west side of madison. wisconsin-based developer, gallina corporation, recognized the need for a non-age-restricted apartment community on an adjacent parcel that complements the attic angel community and creates convenient living quarters for individuals and families of all ages. the engineers with snyder & associates were enlisted to create the site development plans for this building location with an eye on taking maximum advantage of the space available.

the resulting tuscany on pleasant view apartments project consists of two, four-story buildings connected by a two-story central community center and office facility. offering a total of 170 apartments, the building’s façade has an italian influence and uses changes in color, texture, and material to break up the scale of the larger buildings.

in order to provide adequate parking for this massive complex that consists of 40 dwelling units per acre, the designers incorporated underground parking garages at each building site that includes 172 resident parking stalls. an additional 97 parking spaces were provided on-grade in the courtyard between the two building wings. bicycle parking is also dispersed throughout the site and in the underground parking areas.

since so much of the location was covered with either building or paved parking area, the engineering team had to utilize the remaining landscape areas to meet the infiltration stormwater requirements. the solution was found in the creation of several small bioretention basins scattered around the site. in addition to the stormwater management plan, the snyder & associates team also provided topographic survey services, a grading and erosion control plan, utility, landscaping, and lighting plans, as well as handling permit applications.

the newest kwik trip location in deforest serves the bustling interstate traffic and the local community.

the wisconsin-based convenience store chain, kwik trip, has seemingly been in a perpetual state of expansion for more than a decade — building new stores at a rapid pace across the upper midwest. for many of these new store locations, kwik trip has turned to the civil engineers with snyder & associates to develop the site plans. one of their most recent additions saw the construction of a new store along county highway v in the community of deforest.

located blocks to the east of a busy interstate 90/94 interchange, this new store integrates a dual-bay car wash, expansive tractor-trailer parking area, a separate diesel fuel station, and a wide, detached entrance for semi-truck traffic. our team was tasked with creating an environment that blends seamlessly with the surrounding urban landscape while also servicing pedestrian, car, and truck traffic. to accommodate this goal, the site required extensive preliminary development along with a host of other comprehensive services provided by the professionals from snyder & associates.

at the outset of the project, our team completed a certified survey map (csm) process in order to combine multiple lots. a csm is required by the state of wisconsin when combining two or more parcels. this building site also required the addition of a new access road along the northwest portion of the property. snyder & associates engineers created plans to extend holiday court over 800 feet to connect to the rear of the kwik trip parking lot and included a new sidewalk along the south side of the roadway. this access road also creates a route for exiting truck traffic to safely return to the interchange from the store’s parking lot.

additionally, the water main was extended to provide water for the site and to provide a looped connection for the village’s water system. this required the construction of over 1,000 feet of new water main and included boring under county highway v to complete the connection. the strategic use of attractive landscaping in the right-of-way and parking lot islands helps to enhance the site and provide aesthetic balance.

stormwater management techniques & sensitive cold water community accommodations

before the design process began, our team recognized the need for enhanced stormwater mitigation efforts to satisfy local requirements. to meet these requirements, one bio-retention basin and two wet ponds were utilized along the south and east edges of the property to allow for stormwater detention and the use of native vegetation and pollinators to assist with stormwater management.

the existence of a substantial wetland area to the north and east of the site also required special consideration by the designers. a sensitive cold water community in the nearby waterway contained several fish species, including trout, which needed to be protected from the possible increased temperatures of stormwater runoff. to accommodate this situation, the designers developed plans to install a rock crib on the east side of the property.

a rock crib consists of a trench filled with rock that is buried several feet below ground where the soil stays cool year-round. warm rainwater from the road and parking lot flows in and is cooled by the rocks before it flows out to the wetland. the rock crib is wrapped in a geotextile fabric liner to prevent the surrounding soil from mixing with the rocks. by diverting the rainwater through the rock crib, the temperature of the water is cooled.

the des moines metro area has experienced exponential growth over the last two decades, both in new residents and business. the city’s central location at the crossroads of two major interstate systems makes it a prime location for companies of all sizes. developed by dennis albaugh, founder of d.r.a. properties, the albaugh industrial park was created to meet the needs of businesses by providing light industrial space on the north side of polk county.

situated in the unincorporated area south of ankeny, the albaugh industrial park provides immediate access to corporate woods drive and the interchange along the interstate 35 corridor. this industrial park project began nearly two decades ago as a two-plat, light industrial development containing 185 acres. snyder & associates has been engaged with d.r.a. properties since 2003 performing site development work for this ever-expanding project. our design team is currently working on the 10th plat. while most of the plats contain numerous individual lots, the park is designed to accommodate light warehouse distribution, manufacturing, and other multi-tenant structures and provides a variety of lot sizes, marketable to a broad base of potential owners.

a project of this scope requires a large amount of concrete for new roadways, parking areas, and other outdoor areas. this in turn creates the necessity for adequate stormwater mitigation measures to safely move rainwater along the proper channels. through meticulous design and accurate grading efforts, the snyder & associates team addressed the stormwater requirements for this expansive building site. additionally, our mitigation efforts surrounding numerous wetlands allowed for the incorporation of several water feature amenities and a comprehensive regional detention basin system.
