reliable access to safe drinking water is essential for any community, and the city of atchison is taking proactive steps to enhance its raw water supply system. as part of these efforts, snyder & associates provided critical engineering support for the city’s new radial collector wells, designed to meet the growing water demands of residents, industries, and rural water customers. this innovative system will help supply the city’s water treatment plant, which requires a peak flow capacity of approximately 9 million gallons daily (mgd).

project scope & site challenges

the city’s water treatment plant is situated approximately 8,300 feet from the existing raw water pumping station and more than 12,000 feet from the new radial collector wells. compounding this challenge, the plant is located approximately 200 feet higher in elevation than the well field. to efficiently integrate the new wells into the system, 4,000 feet of new raw water main is being constructed to connect with the existing raw water pipeline. the project design prioritizes maximizing the use of the existing infrastructure while maintaining the operation of the current raw water intake pump station.

addressing surge control & system integrity

given the significant water volume being supplied, high static head, and high pumping head, the project required extensive analysis to implement effective surge control measures. to compound the complexity, the existing raw water main presents some unknowns due to its original design and condition. currently, daily operating flow and pressure data provide the only confirmed information on its performance. to safeguard potentially fragile sections of the pipeline, the new system has been engineered to prevent surge pressures from exceeding those currently experienced in daily operations.

high-capacity pump stations & operational flexibility

each radial well functions as a high-capacity pump station, equipped with three vertical turbine pumps powered by 500-horsepower electric motors. these pumps are controlled by variable frequency drives (vfds), allowing smooth startup and shutdown along with precise adjustments to match water demand. the system offers significant operational flexibility as pumps can function independently, in coordination with other pumps at the same well, in tandem with the second well, or in conjunction with the existing raw water pump station.

advanced control & reliability features

to further enhance reliability, specialized pump check valves and mechanical surge relief equipment have been incorporated into the system to prevent damage during unexpected shutdowns, such as power failures. additionally, both wells are fully integrated into the city’s scada system, enabling centralized control from the treatment plant. given the remote location of the wells and operational complexity, the control systems have been designed for maximum reliability, intuitive operation, and resilience against disruptions.

emergency preparedness & flooding considerations

an added challenge for the project is the potential for seasonal flooding, which could occasionally require boat access to the well sites. to mitigate operational risks, each well site is equipped with an emergency power system featuring large natural gas-fired emergency generators with automatic operation, ensuring uninterrupted service even in the event of power outages.

the construction of a new arterial street joining ellis boulevard and 6th street aims to enhance overall connectivity within the downtown. the new street introduces two new roundabouts along with additional safety enhancements. the design for converting the traditional intersections into roundabouts was carefully planned to fit within the existing right-of-way and city-owned property. this approach minimized disruptions to current features such as sidewalks, landscaping, and nearby commercial buildings. it also eliminated the need for the city to acquire additional property and maximized the potential for future redevelopment.

roundabouts streamline traffic flow with efficient traffic circulation

the addition of roundabouts decreases travel times, resulting in less time spent in vehicles for drivers and reduced emissions, contributing to a cleaner environment and enhancing safety. research indicates that roundabouts generally offer greater safety than traditional four-way stops or signalized intersections. collaborating with the city, our engineers provided documentation illustrating how roundabout designs could enhance safety, leading to the city being awarded traffic safety improvement program (tsip) funding for the project.

the 1st avenue rehabilitation project incorporated additional safety enhancements, including reconfigured travel lanes and raised median layouts to bolster traffic safety and regulate access to potential activity hubs. this effort encompassed milling existing pavement, applying an asphalt overlay, installing new pavement markings and signage, reconstructing accessible pedestrian sidewalk ramps, and replacing traffic signal equipment along the corridor.

the 1st avenue w stretch of roadway from cedar river to 6th street and the new connection from 6th street to ellis boulevard are vital arterial corridors within cedar rapids. extending these streets is anticipated to stimulate investment in the neighborhood severely affected by floods in 2008.

a notable surge in investment interest is evident, as plans for the new 1st and 1st development projects have been unveiled and are well underway. this initiative aims to enhance attractions and amenities in the western downtown cedar rapids area. it includes a hotel, residential options, the pickle palace pickleball court, a restaurant, and a big grove brewing establishment.

to provide access to microsoft’s new data center and open additional area for development in southwest west des moines, city leaders contracted with snyder and associates and our structural engineering subsidiary, 2022足球世界杯小组赛赛程 , to design the roadway extension of grand avenue, west of grand prairie parkway, and across johnson creek. the project also included implementing a conveyance improvements plan along johnson creek to lower flood elevations upstream of raccoon river drive.

much of the land north of raccoon river drive is in the floodplain of the raccoon river, necessitating the johnson creek improvements. when the property is developed within the floodplain, buildings will be elevated one foot above the one percent annual flood chance.  however, flood elevations in johnson creek were higher than those of the raccoon river under certain future conditions, putting developments in the corridor at risk of flood events even though they were raised above river flood events. additionally, restrictions caused by narrow bridges under the iowa interstate railroad and raccoon river drive were improved as part of the project.

multiple bridge projects highlight expansion efforts

custom-designed monuments for the city of west des moines.

our team created a 2d hydraulic model to evaluate the designs of new bridges over johnson creek and obtained floodplain permits for several projects along the creek. we relocated a portion of the creek to allow for the construction of a new overpass of the iowa interstate railroad on grand prairie parkway. we designed two new bridges at raccoon river drive and the newly constructed grand avenue. our team also worked with iowa interstate railroad to size and permit a new bridge over johnson creek at its track location.

the project included 4,800 feet of new roadway along grand avenue and a 204’-long bridge over johnson creek. the bridge was designed with a 10’-wide trail on the north side and a 5’-wide sidewalk on the south side with custom anodized aluminum railings. our team also designed four decorative monuments at each corner of the bridge. these monuments match the design our team created for the city of west des moines to be included at all its creek crossings in the southwest part of the city. all project work is scheduled to wrap up in the spring of 2024.

spearheaded by the snyder and associates team, the grand avenue extension project in west des moines will improve traffic flow in response to the increased demands of this rapidly expanding area of the city. the incorporation of a conveyance improvements plan along johnson creek not only addressed floodplain considerations but also enhanced the overall infrastructure resilience. with the completion of multiple bridge projects, including a new overpass and a 204’-long bridge over johnson creek, the city now boasts 4,800 feet of new roadway, contributing to the city’s ongoing development efforts and ensuring a more efficient and secure transportation network for its residents.

the clear creek trail project faced numerous design challenges, particularly as it runs through a vulnerable portion of the clear creek watershed, ultimately connecting to the iowa river in coralville. addressing environmental concerns, a wetland delineation report was prepared to avoid impacts on national wetlands. additionally, comprehensive hydrologic and hydraulic reviews were conducted to mitigate backwater effects caused by the trail’s infrastructure, ensuring no rise at existing interstate bridges.

coordination efforts with the iowa department of transportation (dot) and the iowa department of natural resources (dnr) were critical, facilitating the acquisition of right-of-way and floodplain permits essential to complete the project. a strategic design approach included the integration of ten pipe culverts within the trail corridor, preserving existing waterways’ functionality without compromising the proposed trail.

at the heart of the project lay a collaborative effort between our team, city leaders, and the department of transportation (dot) to close the dangerous junction at us 151 and old dubuque road. the initial phase involved extending old dubuque road northward, linking it with circle drive to establish an alternative route for motorists. a pivotal feature of the plan was the integration of a roundabout with east and west road legs, offering improved traffic flow and enhanced safety measures.

the next phase of this regional connection work includes an overpass of us 151 off the east leg of the roundabout. while this design is not yet scheduled for completion, earthwork for the approach was developed and constructed to allow for advanced preparation of grade settlement.

challenges & adaptive solutions lead to safer routes

navigating transitions in city administration presented a unique set of challenges for the project team, requiring adaptive coordination efforts to ensure project continuity. with four turnovers in city leadership, maintaining engagement and transparency through regular updates at city council meetings became paramount. additionally, managing construction alongside a contractor and an adjacent land developer demanded meticulous oversight to safeguard the city’s interests.

the extension of old dubuque road bolstered connectivity around the us 151 interchange and provided a safer route for travelers navigating northeast anamosa. the closure of the hazardous intersection encourages all east-west traffic to utilize the grade-separated east 3rd street to cross the highway. furthermore, the project unlocked access to the anamosa commercial park, previously reliant solely on us 151 for ingress and egress. this newfound accessibility amplifies the park’s appeal to businesses, augmenting its viability as a prime commercial hub.

situated just a short drive from omaha down interstate 29, sidney has long been popular with residents and commuters from neighboring cities. however, sidney has not been immune to the downward population trends hitting many rural communities. when town leaders received a $25,000 award to put toward community 2022世界杯32强预选赛 efforts, they reached out to the snyder & associates team to develop a plan that could potentially put the town in contention for $1.75 million in additional funding from a community development block grant (cdbg) provided by the iowa economic development agency (ieda). this funding would be used to implement the strategies included in the plan and renew the town’s focus on creating a vibrant community and attracting full-time residents.

the plan created by our team addressed critical issues in the community, such as sidewalk conditions, safe crossings, pavement quality, and stormwater management, all aspects that aim to transform sidney into a more vibrant, livable community. the neighborhood plan also provides programming and implementation steps for an area central to the core of sidney. this area is designated as a low-to-moderate income (lmi) neighborhood that needs improved housing options and other improvements that appeal to existing residents wanting to remain in the neighborhood.

at the heart of the plan was a 94-acre area between walnut, west, cass, and fletcher streets, along with the currently vacant 909 illinois street site. as the former home to the united methodist church, the illinois street lot was identified as the ideal, centrally located space for a city park, one of the key highlights of the revitalization plan. this idea was immediately met with pushback from some residents who pointed out this location was promised to the fire department in 2015 for future expansion. other residents underscored the urgent need for a city park. the debate surrounding this site’s purpose and potential dual use for a park and fire station highlighted the delicate balance in community 2022世界杯32强预选赛 .

in march 2019, the city of omaha faced a significant threat to its critical infrastructure under west papillion creek (known to locals as papio creek). a disastrous storm event, marked by heavy rainfall, snowmelt, and frozen ground unable to absorb precipitation, led to severe scouring of the stream bank and channel adjacent to the sanitary siphon crossing. this exposed the existing siphon, constructed in the 1970s, which consisted of one 12-inch primary and two 16-inch secondary/tertiary cast iron pipes. constructed initially under 5 feet of fill, the siphon exhibited 2-3 feet of undercutting.

the consequences of a potential break in this aging infrastructure were alarming: a loss of service to approximately 26,000 residential and commercial customers and the risk of an illicit discharge of untreated wastewater into nearby waters. in response to this imminent threat, the city of omaha turned to snyder & associates for a solution, tasking them with designing improvements to the sanitary sewer and streambank.

stream corridor survey & comprehensive assessment

the project began with a comprehensive assessment of existing conditions and elevations using snyder-operated drone technology. this invaluable tool allowed the team to survey the stream corridor efficiently, providing essential data for the subsequent design phase.

recognizing the need to realign the upstream gravity sewer and siphon crossing away from the eroded stream bank, concepts were developed based on the information our experts gathered.

the stream bank in the affected area presented a challenging opportunity, characterized by excessively steep 1:1 slopes with nearly 40 feet of vertical drop in some places. to safeguard against future scouring and channel degradation, the design incorporated rock check dams and bank stabilization practices upstream and downstream of the sewer crossing. however, the project’s core lay in redesigning the siphon system.

redesigning the siphon system

the siphon design featured three barrels for flow conveyance: a primary pipe for dry weather, a secondary pipe for elevated expected daily flows, and a tertiary pipe for peak flow activity associated with rainfall. an additional complication arose from limited elevation differences between the upstream and downstream connecting sewers. to address this, snyder & associates utilized hydraulic modeling software to iterate through various pipe sizes and head conditions, ensuring optimal velocities through the system.

we also considered the potential odors commonly associated with such facilities, knowing future development is planned in the vicinity. the chosen solution comprised one 10-inch and two 16-inch hdpe ductile iron pipes, carefully selected through a detailed design process. this ensured the pipes’ thickness could withstand external forces and pull stresses during installation, providing a robust and lasting solution.

the new pipe was also designed to be 10 feet below the existing channel bottom. this decision reflects a proactive approach to address potential future challenges, specifically erosion. by incorporating this design element, the project focuses on immediate needs and strategically anticipates and mitigates potential risks. this forward-thinking measure serves as a preventive step to ensure the longevity and stability of the infrastructure, demonstrating a commitment to long-term resilience and sustainability.

environmental assessment & stream rehabilitation

due to the substantial impact on the streambank anticipated with this project, fema mandated the completion of an environmental assessment. our environmental team collaborated closely with project stakeholders to develop a comprehensive plan comprising three stream restoration sections. this plan incorporated the strategic placement of rock riffles just before the newly buried pipe location and hard armor erosion control measures along the streambanks.

these riffles and added streambank support mitigated construction impacts and served as proactive defenses against potential erosion, addressing environmental concerns thoughtfully and proactively.

building resilience through innovative technologies & strategic design solutions

nearly two decades ago, planners for linn county and several surrounding communities — including cedar rapids, hiawatha, and marion — began laying the groundwork for an east/west crosstown route along the northern edge of the cedar rapids metro area. stretching from interstate 380 in the west to highway 13 in the east, the tower terrace road corridor was the preferred option to provide access to an area with a projected population growth of 40,000 by 2040. a significant piece of this northern connector was recently realized with the upgrades to the i-380 interchange and the extensive roadway improvements on both sides of the interchange.

the new interchange was reconfigured to a diverging diamond interchange (ddi) formation to improve efficiency and safety. working in conjunction with the interchange design group, the iowa dot, and multiple jurisdictions, the team from snyder & associates was chosen to design the critical roadway elements on either side of the interchange to ensure a smooth and safe transition for motorists.

west side roadway improvements

on the west side of the interchange, our group was tasked with developing designs to reconstruct tower terrace road from 1,000 feet west of miller road to the i-380 interchange. this included updating the roadway from a rural section to an urban section with pedestrian accommodations.

staging for the project construction was critical for maintaining access to nearby homeowners and a busy commercial business on the south side of the roadway. our team designed a temporary access road along the south side of the street between miller road and twisters gymnastics to maintain access during construction. on the north side of the roadway, a temporary entrance and gapped paving were used to support access to an impacted homeowner. in addition to coordinating with the numerous utility conflicts in the project area, we devised a plan for temporary drainage during the staged construction to alleviate stormwater concerns.

during design, our team continuously contacted the idot’s consulting engineer for the ddi portion of the project to ensure our design matched the interchange tie-ins. we also prompted numerous design team meetings with the idot to ensure seamless project coordination.

east side roadway upgrades

north center point road traffic transitions into the roundabout at tower terrace road.

to the east of the interchange, constructing a roundabout at the north center point road intersection was a critical infrastructure upgrade to improve efficiency for drivers near the new ddi interchange. this joint project between hiawatha and the iowa dot was also constructed concurrently with the interchange.

the roadway upgrades include a 4-lane section with a sidewalk on the north and a 10-foot-wide trail on the south side just east of the interchange. the roundabout was designed with a single through lane for north and southbound traffic, dedicated eastbound and westbound right turn lanes, and two through lanes for eastbound and westbound traffic. the design and construction allow for the future addition of another northbound and southbound lane without requiring reconstruction or road closures. our team’s design also alleviated environmental concerns relating to the tower terrace mobile home park adjacent to the new section of the roadway.

as with the west side improvements, extensive coordination meetings with the dot’s consulting engineer were initiated to ensure interchange project alignments and profiles matched. we also designed the west and east side improvement projects to be a “mandatory tie” with the i-380 interchange project. this allowed all three projects to be completed under the same contract and timeline, saving the client money through a larger-scoped project that attracted a large pool of contractors.

tower terrace road stands to become an essential commercial corridor that will promote sustainable development and help the surrounding communities become more vibrant. with a considerable piece of this northern connector now open, this long-planned objective may be realized sooner than expected. the snyder & associates team has also been active with other sections of this vital corridor connection. it looks forward to providing services to all agencies and communities involved in bringing this extensive project to a successful conclusion.

for many years, the des moines county landfill relied on the traditional yet costly method of trucking excess water that percolated through the landfill, commonly known as landfill leachate, off-site whenever its storage lagoons became full. over the years, however, expenses related to leachate disposal at wastewater treatment plants increased, placing an untenable economic burden on the waste management facility.

as a potential solution, the des moines county regional solid waste commission (swc) proposed a solution for the permanent leachate disposal at the west burlington sewer system. viewed as an option to lower taxpayer costs within the city of west burlington, both parties consented to the agreement, and plans for the project were launched.

managing dual client representation for leachate disposal solution

the snyder & associates team was hired to represent the city’s and the landfill’s needs throughout this project. when providing services for multiple parties, clear agreements and constant communication are vital to satisfactorily satisfy all needs. since the city leaders agreed to construct the project for the landfill, we helped both clients navigate the process to enter a chapter 28e agreement under the iowa code. this agreement allows cities to contract with other governmental units—in this case, the county landfill.

additionally, to ensure the partnership was protected in the future, we prepared a substantial industrial use agreement between our clients for monitoring and reporting the characteristics of the leachate. per this agreement, the landfill cannot exceed an average of 58,000 gallons of leachate disposal per day and has a maximum limit of 80 gallons per minute. the industrial use agreement also outlines specific parameters for contaminants such as cadmium, copper, lead, nickel, silver, btex, and benzene to ensure nothing harmful is conveyed to the west burlington treatment plant.

leachate conveyance route options & project construction

with agreements in place, our team began preparing preliminary studies for various pumping alternatives and piping routes to establish the most economical yet agreeable solution for the conveyance needs. alignment a offered a shorter route with fewer grade transitions but would require multiple permits to construct a utility within the state highway right-of-way. alignment b featured a longer route but avoided private property and easement acquisitions. despite the higher upfront construction cost, alignment b resulted in the cheaper option in the long run. the group unanimously selected alignment b, and the final designs were moved forward.

waste management force main construction

the force main will connect the landfill to west burlington’s wastewater distribution system for leachate disposal.

for this project, we started by constructing the lift station at the landfill. the station’s location was pre-determined as the site had a previously placed utility hole that allowed pumping and the necessary access to power. this lift station was constructed as a submerged wet well lift station typical for transmitting wastewater flows.

our team then transitioned the construction phase to installing piping sections, adding over 12,000 linear feet of 4-inch diameter, high-density polyethylene (hdpe) piping. this material was selected because it can be installed in longer sections than pvc. since the project pathway runs through the 世界杯足球比赛预选赛 right-of-way, most of the construction could be done via open-cut installation. however, the pipe intersects an active railroad at one location, and trenchless installation was applied to limit disruptions.

in a client request, we added pipe access cleanouts every 500 feet along the segments. while this is typically unorthodox for force main because of the pressure pipe, access was needed along this long expanse of pipe for special cleaning due to the nature of the waste.

this mutually beneficial waste management project reduced landfill expenses, and the lower costs ultimately trickle back to the taxpayers. the snyder & associates team was proud to bring the city and the county’s needs to the contractor to facilitate the construction of a project that minimized environmental impacts, avoided wastewater treatment plant operation interruptions, and mitigated the disturbance to nearby neighborhoods.

for several years, the cedar falls community has been expanding its transportation network along the southern edge of town, including the greenhill road corridor. this work was completed to accommodate new commercial and residential development in the area and to provide commuters with another route through town. piggybacking on the success of the traffic study that resulted in the greenhill road improvements, our team was again tasked with improving the cedar heights drive corridor, extending south from greenhill road to the viking road intersection.

before reconstruction, the existing cedar heights drive corridor consisted of a two-lane rural section that was a main thoroughfare for commuters and a primary access route to the john deere facility on the south side of town. this comprehensive project included reconstructing the entire roadway to a three-lane urban section (with a two-way, left-turn lane), adding an extensive storm sewer system, building a trail, and extending the sanitary sewer and water main.

roundabouts smooth out traffic flow, increase safety

beginning at the greenhill road intersection, this project converted the existing signalized intersection to a multi-lane roundabout configuration. the existing t-intersection was converted to a single-lane roundabout at the huntington road intersection. additionally, a truck apron and landscape features were added to the viking road roundabout at the south end of the project zone. the use of roundabouts will drastically improve the traffic flow along the corridor and increase safety.

these improvements significantly impacted the cedar heights drive and greenhill road areas. the cedar heights drive reconstruction south from the intersection with viking road and north past the intersection with greenhill road, along with the construction of the roundabouts, was divided into two segments, beginning with the greenhill road roundabout. this staging effort allowed traffic access at the huntington road intersection while work was performed to the north.

in addition to the roadway reconstruction and widening, this project also saw the construction of a recreational trail running adjacent to the roadway, a new water main, sanitary sewer main, and storm sewer main were included from the east viking road roundabout north and east through the intersection of east greenhill road.

stormwater analysis drives new sewer system

traffic was temporarily rerouted to accommodate the reconstruction efforts.

an extensive stormwater analysis revealed the need for a new storm sewer system to meet sudas standards. one portion of the new roadway included a boulevard section, which limited the pavement area available for stormwater conveyance while maintaining an open lane for travel during runoff events. this area required additional intakes to meet the design requirements. various intake types and pipe materials were reviewed to optimize capture rates and reduce project costs. this required appropriate storm sewer intakes and pipe sizes to minimize the runoff spread on the arterial roadway. the stormwater improvements included dozens of new intakes and thousands of feet of storm sewer.

our team was also instrumental in this project, receiving numerous funding sources, including iowa department of transportation (dot) federal-aid swap funds, traffic safety improvement program (tsip) funds, and multiple local funding sources to implement these improvements.

the cedar heights drive reconstruction project has significantly improved the transportation network in cedar falls. with the expansion of the roadway to a three-lane urban section, the addition of storm sewers, recreational trails, and extensions of water and sewer mains, this project has enhanced the area’s infrastructure for both commuters and residents. roundabouts have greatly improved traffic flow and increased safety along the corridor. this project was successful due to the collaborative efforts of the cedar falls community, our team, and the multiple funding sources that supported the initiative.
