what’s next for u.s. wetlands after sackett v. epa?

while the sackett v. epa supreme court decision has forced the u.s. environmental protection agency (epa) and the u.s. army corps of engineers (usace) to revise their definition of waters of the u.s. (wotus), it will be business as usual for the environmental scientists at snyder & associates when completing wetland and stream delineations for our clients. the historic ruling decided that the clean water act (cwa) jurisdiction is limited to adjacent wetlands with a “continuous surface connection” to waterbodies recognized as waters of the united states. this narrower definition could make it more challenging to determine where a waterway ends and a wetland begins.

jeff walters, pws, and environmental sciences group leader at snyder & associates concedes, “the new wotus definition will certainly change the jurisdiction of specific wetlands without connectivity to relatively permanent waterways. however, our team still needs to complete environmental due diligence for our clients to ensure their projects are within the limits of the redefined law.” walters continues, “we complete wetland and stream delineations to provide baseline data to our clients and the u.s. army corps of engineers for their jurisdictional determination. understanding and interpreting the new rule is important because it formulates our opinion of jurisdiction when we write our reports, influencing the usace.”

through communications with several usace districts, nichoel church, pws, and environmental scientist with snyder & associates relays that “our contacts have consistently stated that while there will indeed be some changes to wotus jurisdiction, the usace still needs to receive and review delineations. this is important since the usace, in concert with the epa, provides jurisdictional determinations and permitting of projects with temporary and permanent wotus impacts.” church adds, “it’s not the responsibility of consultants or contractors to determine if potential wotus is jurisdictional. this responsibility still resides with the usace, and any impacts to wotus without a 404 permit will continue to result in applicants receiving cease and desist letters with possible enforcement penalties such as wotus restoration and fines.”

in addition to informing the usace and clients, wetland and stream delineations provide baseline data for project managers to understand where wotus may be located within a project’s limits. this information is critical to understand so potential wotus impacts can be avoided or minimized. in a wetland delineation report, our environmental professionals document all wetland and stream features within a project area and provide an opinion on the jurisdiction of delineated features. ultimately, the usace regulatory branch determines jurisdiction using our wetland delineation report. usace also acts as the permitting agency that administers section 10 and section 404 of the cwa.

going back to the basics of cad

cad technician in 1989 as technology began to catch up with the software drafting concept.

the history of computer-aided design, more commonly known as cad, closely parallels the induction of the computer. with its creation in 1957, cad was still decades ahead of the technology and software readily available then. therefore, pencil and paper would remain the primary way engineering and architecture designs were drafted for another 30 years. however, the groundwork was set, and cad software would eventually become an essential tool within the engineering industry.

cad offers many advantages over its manual drawing predecessor, making it an essential tool in the architecture, engineering, and construction (aec) services industry. these advantages help our engineers and technicians in several ways, including increased efficiency, accuracy, and visualization.

at snyder & associates, our cad designers work directly with project engineers to create models that are as comprehensive as possible using tools for digital design, 2d and 3d drafting, modeling, animation, rendering, construction, and more. we utilize three programs to create these various deliverables to ensure the information and formatting are suitable for each project.

autodesk
autodesk is an all-purpose drafting platform for 2d and 3d drawings. it was one of the original cad programs and still stands as one of the world’s most widely used drafting programs. autodesk is known across the industry as the most straightforward system to understand and operate due to its command-based and design-oriented approach. our team incorporates this program for most of our site development, commercial, and municipal projects due to its broad use among subcontractors and ability to transfer and share files. we take initial field survey data using autodesk and generate existing features as 2d and 3d models with 3d surfaces in an existing base file. this provides 3d-surfaced images that design technicians can use to lay out proposed design features in both dimensions. this base file and the design files help develop the construction drawings that will be reviewed, quality checked, and approved by the project engineer before being sent to the client for review.

microstation
like autodesk, microstation is used to design, draft, develop, and generate 2d/3d vector graphics and highly intelligent models conveying design intent. but that is where the similarities with autodesk end. microstation has a transportation-oriented focus with a more technical interface. for our transportation clients, microstation is widely used in the design of intersections, roads and highways, institutional work, and wind farm site development. when starting a project in microstation, our technicians receive a 3d-surfaced terrain image previously established by our survey staff. with that existing layout, they’ll structure a proposed horizontal alignment and vertical profile within the software. a roadway template is applied with these parameters in place, creating a digital project model. sections of this model can then be cut into visual sheets to make contractors’ plans. incidentally, the model is often delivered to the project contractor to “guide” grading and paving equipment during construction.

revit

in the spring of 2019, the trestle-to-trestle trail bridge over beaver creek was severely damaged by an ice dam and collapsed. the former trail bridge was originally a 316’-long timber and steel railroad bridge that had been repurposed for trail use. when the ice dam caused its collapse, designers knew they needed to create a replacement that could withstand greater threats from flooding and debris. the snyder & associates team along with our structural subsidiary, 2022足球世界杯小组赛赛程 , were able to create a replacement bridge that far surpassed the structural stability of its damaged predecessor.

the final design for the new bridge is a much more solid structure that incorporates modern aesthetics with practical design applications. a customized led lighting system is incorporated into the design and is unique to a structure of this type. it not only illuminates the bridge deck and approaching trail path but also the underside of the bridge. the lighting system can be programmed to change colors in a near-unlimited pattern, sequence, or timeframe, creating a one-of-kind visual attraction for trail users and vehicle traffic on nearby interstate 80.

the focal point of the high trestle trail is the impressively long bridge over the des moines river valley between madrid and woodward. constructed on existing concrete piers from a former railroad bridge, the snyder & associates team coordinated with 世界杯足球比赛预选赛 artist david dahlquist on the design of the bridge.

while the original steel girder railroad bridge was built at the location in 1913, it was replaced by the u.s. army corps of engineers in 1973 with a new 2,526-foot-long span to accommodate the increased hydraulic pressures created by the saylorville dam and reservoir project just 15 miles downstream. when the railroad went bankrupt a few short years later, the bridge sat largely unused for several decades. when the idea for the trail bridge was introduced, the massive concrete bridge piers had barely been “broken in” and could easily provide the solid footing needed for the trail bridge. the resulting structure is a major draw for not only recreational trail users but also railroad tourists who travel to the site to experience this grand reuse of a rail structure.

as part of the easter lake restoration project, a separate but coordinated component of the plan was the creation of a trail project to encompass the lake and connect with other area attractions. named in honor of the former iowa natural heritage foundation (inhf) president mark c. ackelson, the trail project was designed by the snyder & associates team and included a signature trail bridge.

the stunning ackelson trail bridge is located at the west end of the trail and serves as an impressive focal point with overlooks at each pier. the tranquil environment and magnificent views draw nearby residents, as well as regional visitors to experience this one-of-a-kind trail bridge and surrounding park.
